MINUTES

CALL TO ORDER 
Board President Miranda Evans called the regular board meeting to order at 6:00 p.m.

President Evans announced two opportunities within the agenda for public comment.

APPROVAL OF AGENDA
Director Schreiber moved to approve the agenda for the September 19, 2023 Regular Board Meeting; seconded by Director Murry.

STUDENT ADVISOR OATH OF OFFICE (Administered by Superintendent Rumbaugh)

  1. Miriam (Bee) Hartell, Lincoln Hill High School

  2. Grace Pacheco, Stanwood High School

Superintendent Rumbaugh administered the Student Advisor Oath of Office to Miriam (Bee) Hartell and Grace Pacheco. The Student Advisors were congratulated and welcomed into their new role.

September 5, 2023 Regular Meeting Minutes
Director Hagglund moved to approve the minutes for the September 5, 2023 Regular Board Meeting; seconded by Director Bayes.

SUPERINTENDENT'S REPORTS

  1. Donations: Deborah Rumbaugh
    Student Advisor Miriam (Bee) Hartell presented the Donations. Superintendent Rumbaugh extended her appreciation to the donors.

  2. Enrollment Report: Deborah Rumbaugh
    Superintendent Rumbaugh presented the September enrollment of 4,626 FTE (Full Time Equivalent) students. Dr. Rumbaugh noted that projected enrollment was under budgeted enrollment by 38 FTE, but equal to enrollment from this time last year.

  3. Stanwood Middle School - School Improvement Plan and Action Plan Update: Tod Klundt
    Principal Tod Klundt and Assistant Principal Holly Christmas provided an update on the School Improvement Plan (SIP) and Annual Action Plan (AAP). The update included plans for progress monitoring toward Math, Literacy, and Multi-Tiered System of Supports (MTSS) goals.

  4. Maintenance Update: Kevin Cruse
    Maintenance Manager Kevin Cruse provided a staffing update, reviewed projects that occurred over the summer, and shared department celebrations as well as areas of focus for the 2023-2024 school year.

  5. Student and District Safety Plan: Ryan Ovenell
    Ryan Ovenell, Deputy Superintendent, presented the Safety update. Mr. Ovenell highlighted the Superintendent Student Leadership Team's (SSLT) focus on safety, facility safety improvements, emergency response preparedness, and ongoing student and district safety initiatives. 

CONSENT AGENDA
President Evans offered the board and members of the public the opportunity to pull and discuss items specific to the Consent Agenda. There being none, Director Hagglund moved to approve the Consent Agenda items 1 through 8; seconded by Director Murry.

  1. Approve the Donations 

  2. Approve the Second Reading of New Policy 6550 Capitalization Threshold for Leases and Subscription-Based Information Technology Agreements (SITBAs)

  3. Approve the Adjusted Technology Fee Schedule for technology that is damaged or not returned

  4. Approve the Intergovernmental Cooperative Purchasing Agreements as follows:
    a. State of Washington Department of Enterprise Services (DES)
    b. OMNIA Partners
    c. Sourcewell
    d. Washington School Information Processing Cooperative (WSIPC)

  5. Approve the Purchase of mClass/DIBELS 8 Screener

  6. Approve the Purchase of Professional Development Services for ELA Curriculum

  7. Approve the Personnel Report for September 19, 2023

  8. Approve the Bills and Payroll

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

SCHOOL BOARD DISCUSSION

There were no items for discussion.

STUDENT ADVISOR REPORTS

Miriam (Bee) Hartell, Lincoln Hill High School, reported on the Welcome Back activities which included student-led games; school picture day will be September 21; ASB elections will take place on Friday, September 22; leadership class is developing a monthly newsletter.

Grace Pacheco, Stanwood High School, reported on the Welcome Back activities sharing that the first day of school was Freshmen only which helped the Freshmen gain a better understanding of their class schedules and find their way around the school; Spirit day on Thursday; Homecoming is October 9-14. Activities include Spirit Week, assembly, parade and dance; reported on Hispanic Heritage Month; shared the implementation of the 10/10 rule designed to keep students in class. 

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Hagglund welcomed everyone back for the new school year, sharing that she recently attended an open house at the high school. Director Hagglund added that she is looking forward to hearing the student advisor reports. 

Director Bayes extended her appreciation for the student advisor reports sharing that it was great to hear from students again. She shared her appreciation for well-kept buildings in the school district and acknowledged how much it takes to maintain those buildings. She thanked the community for their support of the upkeep of the schools. 

Director Schreiber welcomed the student advisors and shared he is looking forward to their reports. Director Schreiber expressed his gratitude for the donations and the support to the schools. He also extended his thanks for the Stanwood Middle School report, Maintenance update, and Safety report, emphasizing his appreciation for the district making safety a high priority.    

Director Murry extended her gratitude to the student advisors and hearing from the student's perspective. Director Murray expressed her appreciation for community partnerships, emphasizing how important this partnership is for students. She also shared that she will be attending the General Assembly this week where they will set priorities for the next legislative session.

Director Evans welcomed the Student Advisors and invited anyone in attendance to help themselves to the meal graciously provided by the family of one of the Student Advisors. She shared that she completed her equity training and encouraged the board to also take care of this annual requirement.

ADJOURN
President Evans adjourned the Regular Board Meeting at 7:09 p.m. and announced the room would be reconfigured for the Board Study Session to follow.
